Abstract: Because limited liability shields entrepreneurs’ personal assets, creditors sometimes require personal collateral from risky startups. Reforms that favor debtor protection (in Personal Bankruptcy Law) can boost patent counts, citations and entry-by-first-time patenters, and reallocate innovation across industries closer to the US pattern. Effects are driven by small high-risk entrants and tend to be weaker where minimum capital rules exist; debtor-friendly reforms also improve value-added growth and allocative efficiency.
