Abstract:Based on the policy arrangement of "point-based settlement" in China, this paper evaluates the contribution of floating population to floating places by estimating the market value of unit points. Specifically, based on the policy of "integral settlement" in Nanjing, with the provision of the upper limit of integral contribution in housing area, regressive design is carried out. The results show that the market value of unit points in 2017 is about 500-2000 yuan, that is, every point accumulated by the floating population is equivalent to contributing 500-2000 yuan to the inflow, and in order to achieve the qualification of applying for hukou, it is necessary to contribute 50,000-200,000 yuan. Heterogeneity analysis shows that migrants need to make more contributions in order to enter provincial experimental primary schools and central urban areas. The results of the study were robust for different model Settings, and also passed the placebo test of false time, false upper point, and rental data. This paper provides a reference for optimizing the rules of point-based settlement and improving the local fiscal and tax system.
