Title: Review of the 14th Five-Year Tax Reform and Outlook for the 15th Five-Year Period
Speaker: Liu Zuo, Vice President of the China Law Society Tax Law Research Association, tax expert with Special Government Allowances. He previously served as Deputy Director General of the General Office, Director General of the Tax Research Institute and Editor-in-Chief of China Tax News under the State Taxation Administration. He has long studied China’s tax system, participated in drafting numerous important meetings and documents, presided over key research projects and published a large number of works, winning multiple commendations and honors from central and state leading cadres.
Abstract: This lecture focuses on the phased evolution and future direction of China’s tax reform. It systematically reviews the core measures, practical achievements and existing shortcomings of tax reform during the 14th Five-Year Plan. Based on the general trends of high-quality development, national governance modernization and digital economy, it forecasts the core logic, key areas and reform paths of tax reform in the 15th Five-Year period, and sorts out the development context of the modern tax system in the new era, providing clear policy references for academic research, industrial practice and policy analysis.
